Application for accession to one of the electronic services the Banco de España offers all its potential external users.
Electronic service is understood to be any information system through which an External User may carry out transactions and/or exchange information with the Banco de España.
Access to Electronic services that require the accession process, with some exceptions, is restricted in such a way that only users who have been suitably identified and authorised may access them.
All legal persons wishing to access an electronic service offered by the Banco de España or natural persons representing an entity.
Electronically:
Step 1. Read the rules for accession to the service
All electronic services will be accessible through one or several channels. The department of the Banco de España that owns the service will establish which channels may be used and their security requirements. This information is included in the accession rules for the relevant service.
Step 2. Choose a channel from those supported and obtain electronic identities if required by the channel.
A channel is a group made up of an access network, communications software and a security mechanism through which an External User accesses an Electronic Service.
Each channel has technical requirements that the entity must fulfil for communication to be established. These requirements can be checked on the web page “Channels available for connecting to the Banco de España”
Some channels require the use of specific electronic identities and their corresponding authorisations.
The information needed to obtain electronic identities in the Banco de España can be found on the Digital certificates and electronic signatures web page
Other electronic identities may be used if this is provided for in the accession rule relating to the service to be requested. Please see the Certificates accepted page
Step 3. Fill in the Application for Accession
The Applicant must fill in the “Application for accession to an electronic service via a channel (electronic signature) (247 KB)" form, which must show:
In the event the option chosen for applying for a new data component certificate was "anonymous access", the application form obtained from the PKI application must be attached to the "Submit attached documentation" paragraph.
Step 4. Send the application to Banco de España
Once the form has been completed, validated and signed, the document will be submitted to the Bank of Spain by clicking on the "Send" button. Authentication will be required with a certificate from a natural person or from a legal entity accepted by the Bank of Spain.
Step 5. Completion of the file.
The application sent must be approved by the department of the Banco de España that owns the electronic service.
Once tasks have been commenced, it is possible that the Banco de España may request the applicant to carry out a compatibility test to check that everything has been correctly configured. The purpose of this is to ensure that exchange of information with Banco de España may commence.
The Management of External Users of Electronic Services group (GUEX) will notify by email the availability of the service applied for once the relevant tasks for accession and authorisation have been carried out.
